China Education Daily Hails LZPU's Overseas Program
From News Center (Text by Wei Linhua, International Exchange Department (Hong Kong, Macao and Taiwan Affairs Office); Photo by Luo Shihua, Publicity Department of the CPC LZPU Committee) In 2024, 80 Chinese vocational colleges, led by Liuzhou Polytechnic University (LZPU), together with 49 public institutions in Indonesia, integrated the resources of governments, colleges, industries, and enterprises in both countries to launch the Indonesia-China Vocational Education Enhancement Program (ICVEEP), benefiting 163,000 Indonesian students. On December 18, 2025, China Education Daily ran a front‑page headline, "From 'Good Foundation, Good Conditions' to 'Good Service, Strong Support': How the National Team of Skilled Universities Is Built", hailing the ICVEEP program led by LZPU. The article noted that "the program has built a bridge for people‑to‑people ties and mutual cultural exchange, injecting pragmatic and innovative elements into cultural exchanges between China and other countries."
So, what exactly is this program? The Indonesia-China Vocational Education Enhancement Program (ICVEEP) is a co‑development initiative of professional teaching standards and resources launched by LZPU under the authorization of the Indonesian State Polytechnic Director Forum (Forum Direktur Politeknik Negeri se-Indonesia, FDPNI), and implemented in cooperation with the China-Indonesia TVET Industry-Education Alliance. The program aims to address key issues in dual-degree cooperative education program between vocational institutions in the two countries, notably difficult curriculum alignment and obstacles to sharing standards arising from Indonesian institutional requirements. With the support of the China Education Association for International Exchange and the Coordinating Ministry for Human Development and Cultural Affairs of Indonesia, LZPU piloted the Mechatronics program. By establishing a joint workshop for Chinese and Indonesian teachers and following a phased approach—teacher training, program-specific research, curriculum development, standard and resource development, pilot implementation, application and promotion—LZPU led a consortium of 27 Chinese vocational colleges and 8 Indonesian pilot state polytechnics to launch the initial exploratory phase of standard co‑development on September 29, 2024.
At present, the ICVEEP program has completed the development of professional teaching standards for the three‑year Mechatronics program and the four‑year Mechanical and Electronic Engineering program, as well as standards for 28 courses. These standards have received dual authoritative certification from the Coordinating Ministry for Human Development and Cultural Affairs of Indonesia and the National Mechanical Vocational Education Steering Committee of China. Guided by the intelligent manufacturing technology needs of Chinese‑funded mid‑ to high‑end manufacturing enterprises in Indonesia, the program has initiated the development of supporting teaching resources. The first batch of seven textbooks will be published in Indonesia in the near future. These textbooks integrate advanced technologies and practices from China's intelligent manufacturing sector. They will introduce the advanced technology system validated by China's industry practices into Indonesian vocational classrooms, support upgrades of local vocational and technical education, inject "Chinese technology" into Indonesia's vocational education sector—which has not seen new manufacturing textbooks published for more than a decade—and help drive leapfrog upgrading and transformation of the local intelligent manufacturing industry.
In recent years, LZPU has adhered to a strategy of "focusing on the ASEAN region and serving the manufacturing sector". Domestically, planning has guided efforts to strengthen the university's internal capacity for international education in majors, curricula, resources, and teaching teams. Externally, LZPU has worked to better align with the needs of partners, including governments, enterprises, and overseas institutions. At the same time, by leading alliance formation, pooling resources, and jointly expanding overseas, LZPU has consolidated resources from government, industry, enterprises and higher education institutions at home and abroad and worked to overcome institutional barriers to cross‑border education. By emphasizing these three measures, LZPU has developed strong capabilities to deliver vocational education internationally. LZPU has collaborated with 11 Chinese‑funded advanced manufacturing enterprises to advance international education. The university has jointly established six International Craftsman Colleges across Thailand, Indonesia, and Vietnam, as well as four Global Training Centers and two International Craftsman Colleges on campus. Through two‑way, order‑oriented training for Chinese and international students that combines long‑ and short‑term programs, LZPU has trained over 600 ASEAN students for enterprises through order‑oriented training, helped more than 80 Chinese students obtain employment abroad, and provided overseas technical training to over 12,000 enterprise personnel. Moreover, the university has shared nearly 300 standards, published 30 textbooks, and received equipment donations for international education programs valued at more than RMB 30 million. With innovative thinking, flexible solutions, and pragmatic exploration, LZPU has presented the "LZPU answer" for Chinese vocational colleges expanding overseas.
